Sometimes these devices can be obtained for free as a result.

It is very unlikely these days to find someone who does not have a cell phone. It used to be much more common. In recent years, some people refused to buy a cell phone, often saying it was too expensive. With the wide variety of cell phones and carrier plans available today, that is no longer the case.
